Current Wording – GRArticle6
6.1 Whenever fully put to or being taken out of a vehicle, a horse must wear a bridle with reins attached to the bit and passed through the saddle terrets.
Exception:
a. Once a horse is fully harnessed to a vehicle, one rein at a time may be adjusted.
b. Horses in multiple hitches must have at least one rein attached to the bit while being harnessed to a vehicle.
Suggested Wording
6.1 Whenever fully being put to or being taken out of a vehicle, a horse must wear a bridle with reins attached to the bit and passed through the saddle terrets.

Reason for change
A horse must have reins attached while being put to, not just when fully put to.

July 5, 2014I’d oppose this rule change proposal.
During Pleasure Driving classes with a riding component (e.g., drive and ride), to avoid removing the reins from the bridle, the reins are run out of the turrets and held while the vehicle and harness parts are removed. Only then is the bridle changed if necessary for the next part of the class. The old rule would allow this because the horse wasn’t fully put to the vehicle during this process.
The proposal could avoid making exceptions for authorized classes by removing the phrase ‘and passed through the saddle terrets’.

August 26, 2014I support this proposal; the vehicle must be removed first. I also participate in Drive and Ride classes and don’t find this requirement to interfere with that process. In fact I think this proposal would be very important in that setting.
