Current Wording – Appendix G – Measurement of Combined Driving Ponies

  1. The USEF Measurement Certificate will be presented at the First Veterinary Inspection. If a pony is not in possession of a fully and correctly completed Measurement Certificate, the Ground
    Jury may order the pony to be remeasured by the Technical Delegate and the Competition Veterinarian and/or a Judge, pursuant to Chapter 5. Failure to allow the pony to be remeasured will result in the pony being disqualified at the competition. The remeasurement must be reported to the Ground Jury, which must then disqualify the pony from the Competition if it is over height. (See Article 914.2.)
  2. Ponies without USEF Measurement Certificates will be measured before the First Horse Inspection at their first competition of the year.
  3. Measurement will be conducted by the officiating USEF licensed Technical Delegate and the Competition Veterinarian and/or a Judge. In the event that either cannot be present, then one of the officiating USEF licensed judges may serve as an alternate for either the Veterinarian or the Technical Delegate.
  4. The measurement specifications will be recorded on a USEF Certificate of Measurement. A copy of this Certificate will be given to the competitor at the time of measurement.
  5. Measurement will be required yearly until the pony has reached the age of six years. Animals five years and under will be issued an annual Temporary Certificate of Measurement which will not need to be renewed.
  6. If an animal possesses an FEI Certificate of Measurement, such Certificates will be accepted as proof of the pony’s height.
  7. If the Ground Jury questions the height of a pony and the pony is in possession of a fully correctly completed Measurement Certificate, the Ground Jury may request, through the Federation, that
    the pony be remeasured by a licensed Technical Delegate and a Veterinarian who are approved
    by the Federation, pursuant to Chapter 5. Remeasurement must be made within 30 days of the
    request.

Suggested Wording – Appendix G – Measurement of Combined Driving Ponies

  1. A copy of the Federation Permanent or Temporary Measurement Card must be submitted with the entry for each pony possessing a Measurement Card competing in classes limited to ponies. If a pony is not in possession of a USEF Measurement Card the pony must be measured by an official designated by the competition and certified by the Federation, and the Competition Veterinarian, pursuant to Chapter 5, Subchapter 5-C. Failure to allow the pony to be measured will result in the pony being disqualified at that competition. The measurement must be reported to the Ground Jury, which must then disqualify the pony from the competition if it is over height.
  2. All ponies without a measurement card, competing in a FEI and/or a USEF division or class, will be measured before competing. Ponies competing in an “unrecognized” division and/or class have the option to be measured provided they:
    Measurement will be conducted by an official designated by the competition and certified by the Federation. The measurement official must be listed in the Omni¬bus and/or competition prize list and must have measurement certification from the Federation.

    1. Complete a Federation Release Form (USEF Entry Blank) signed by the owner or driver.
    2. The owner of the pony is a member in good standing of the USEF.
  3. The measurement specifications will be recorded on the Combined Driving and Dressage Pony Measurement Form, according to GR505, GR506, and GR508, and the requirements on the form. Measurements must be taken with a Federation approved measuring stick with a metric scale, and recorded in centimeters. A completed copy of the measurement form will be given to the owner, driver or trainer at the time of measurement, except for “competition only” measurements.
  4. Measurement will be required yearly until the pony has reached the age of eight years. Animals seven years and under will be issued an annual Temporary USEF Measurement Card. Animals eight years and older will be issued a Permanent USEF Measurement Card which will not need to be renewed.
  5. If the Ground Jury questions the height of a pony and the pony is in possession of a fully and correctly completed USEF Measurement Card, the Ground Jury may request, through the Federation, that the pony be re-measured by a certified licensed official and a Veterinarian who are approved by the Federation, pursuant to Chapter 5, Subchapter 5-C. Re-measurement must be made within 30 days of the request.

    CDC Reason for ‘Not Recommended’:
    This is more properly a USEF rule and procedure, and still in process of refinement. Since the ADS does not require nor maintain pony measurements, we’ll retain a reference to the USEF rule as in an ADS appendix.

    I concur with the CDC’s non-recommendation. This only affects Advanced Ponies at a USEF recognized event.

    I agree with the CDC’s “non-recommendation”.
    In my years as TD, I have only been asked to measure a pony twice. Once by the organizer and once by the competitor. In both cases it was to determine if the pony could compete as a small pony.
