August 3, 2013There is no provision for the case when an organizer does not have a contract with a Technical Delegate or Judge prior to the Omnibus listing deadline. Organizers really can’t ask the official to do work until a contract is in place.
It is made more difficult by RCS2014#28.

This requirement is already included in the Omnibus listing form. This change would put this requirement in a place that is more likely to be seen.
All officials are supposed to be contracted with prior to submitting the Omnibus listing.
