Article 945.4 – Penalties on the Marathon Course:Incorrect Pace
delete Elimination for intentional cantering in Section E by deleting
the last sentence of the ADS modifier: “This penalty also applies to
intentional cantering of Training and Preliminary division drivers in
Section E outside of obstacles”
Reason for change
Cantering in section E is penalized already by 1
point for every 5 seconds. Based on that it has been common practice
for many years to canter for less than 5 seconds into and out of
obstacles, which was never penalized, even though it is clearly
“intentional”. So deleting that sentence will not change anything,
except bring the rule book into line of common practice.

The 5 second penalty i
The intentional cantering rule has always been a difficult penalty to enforce as what is considered intentional can be very subjective. In my opinion, elimination is an extremely harsh penalty for this offense.

August 8, 2013I support this change. There is no point in trying to change to an enforced elimination for cantering through the entry or exit gate. Leaving aside the issue that it is not enforced now nor has it ever been, it is in fact absurd to say Prelim drivers can canter one inch inside the gate but not one inch outside it. 5 seconds in either direction is appropriate

August 13, 2013Please leave it as we have been doing for years – the 5 second rule. Elimination is too harsh for this. Training and Preliminary are both lower level and encouragement and training horses/ponies to canter in harness is part of the game.

August 19, 2013I wholeheartedly support Hardy’s RCP to Delete Elimination for Intentional Cantering. The 5 second rule is appropriate and much easier to enforce. I for one don’t want to see a team cantering toward the out gate and then throwing on the brakes (i.e., hauling on the horse’s mouth) a hair’s width before the gate to avoid elimination.

August 25, 2013I agree that cantering should not be an elimination. As for harsh transitions while leaving an obstacle I think there should be a five yard transition area marked with a flag just outside the obstacle. It would define a kind solution for both horse and driver.

reasonable transition into and out of a hazard. Asking the hazard
judges to judge cantering, in addition to their other duties, is way too
much to ask and will lead to more disagreements.

August 31, 2013I support this change. It eliminates harsh transitions by the driver to avoid elimination so better for the horse. And it’s too much to ask of the already busy hazard judges to add this judgment call to their duties.
