BOD approved 5Oct17

RC#: 18-003
Rule/Article: CD 965.7.1
Change Type: Clarify
Proponent: Hardy Zantke
Status: 13Mar17 received; 15Mar17 posted and sent to committee. Recommended by CDC (posted 25July17). From CDC 25Oct17 for BOD

Current Wording: 965.7 Timing
7.1 The Athlete will be timed from when the nose of the leading horse passes between the entry flags until the nose of the leading horse passes between the exit flags. Other obstacle penalties will continue to apply until the whole turnout has passed the exit flags.
At ADS-recognized events other than Arena Trials, Obstacle elapsed time for Training division competitors shall not be provided. The five-minute time limit shall apply (See 7.3 below). Only total Section times will be recorded and penalty points posted, in keeping with the intended objective for the division.

New Wording: 7.1 The Athlete … exit flags.
At ADS-recognized events other than Arena Trials, Obstacle elapsed time for Training division competitors shall not be provided [add text] nor shall time penalties be applied for the elapsed times in the Obstacles. The five-minute time limit shall apply (See 7.3 below). Only total Section times will be recorded and penalty points posted, in keeping with the intended objective for the division.

Reason for Change: We all do know that Marathon Obstacle time penalties are not applied to Training Level competitors, but we actually do not say that anywhere. We only say that the times shall not be provided. So we need to add that they also are not scored.

Agree with this RCP. Training obstacle times should not be recorded or posted nor should time penalties be generated except for the 5 minute limit.

Agreed. We want to encourage beginning CDE drivers to be careful in obstacles before they need to start worrying about time penalties.

I disagree with the idea of not timing Training obstacles, I do agree with the idea of not letting Training Canter in obstacles. If we are truly trying to encourage training level people to learn the sport then they need to to have the same rules and scoring as everyone. I believe that not timing training obstacles encourages people to move up before they are ready. Also by timing training in the obstacles they will learn how to drive the obstacles quickly and safely. It is important the training level competitors learn that getting quickly through the obstacles does not mean you have to canter.
