RC#: 19-026
Status: Posted 6Jun18, Recommended by CDC & ESC 19July18

Name: Marc Johnson / CDC Chair
ADS #: 9050
Subject: CD 940.1.4-940.1.5 Carriage measurements
Rule #: CD 940.1.4 and CD 940.1.5
Current Wording: 1.4 Length of individual pole chains or pole straps: the length has to be minimum 30 cm. The measurement is taken from the center of the pole head, including the complete quick release.

1.5 Horse yoke or T-bar: the total width including the complete quick releases has to be minimum 60 cm. When the measurement is taken from the center of the pole head, to include the complete quick releases, it has to be minimum 30 cm.

New Wording: 1.4 Length of individual pole chains or pole straps: the length has to be minimum 30 cm. The measurement is taken from the center of the pole head, including the complete quick release. For Small Ponies and VSEs, the measurement may be reduced to 20cm.

1.5 Horse yoke or T-bar: the total width including the complete quick releases has to be minimum 60 cm. When the measurement is taken from the center of the pole head, to include the complete quick releases, it has to be minimum 30 cm. For Small Ponies and VSEs, the measurement may be reduced to 40cm.

2Dec18 BoD:  Approve both additions with a reordering in 1.5:  Horse yoke or T-bar: the total width including the complete quick releases has to be minimum 60 cm. For Small Ponies and VSEs, the measurement may be reduced to 40cm. When the measurement is taken from the center of the pole head, to include the complete quick releases, it has to be minimum 30 cm.

Reason for Change: Relation to size of animal. These numbers are open to discussion and encourage opinions from the membership. It has been discussed for many years that more realistic dimension ns be used for ponies and VSEs for a safe distance from a vehicle. The smaller yoke requirement is also appropriate to size.
Type of change: Modify

The intend is good – but I would NOT give cm dimensions, but just say “should be in relation to the size of the animals” and leave it as that. Let’s face it – we have NOT had any problems in this regard, so no need to over-regulate.

I agree with Hardy. I would also note that 30cm may well not be the right length for a pair of 12H ponies AND a pair of 17.2 draft horses and yet it would be the rule. This seems to be a rule looking for a reason to exist.
