Rule #: 937.3.1 
Current Wording: 3.1 The same Carriage must be used for Dressage and Cones for CA 2* and above (see Article 936). 

At ADS competitions at the Training, Preliminary and Intermediate Divisions, Athletes may elect to use a different carriage for Dressage and Cones. If the Athlete elects to use different carriages, it is the Athlete’s responsibility to notify the Organizer and the Technical Delegate of this decision at least 1 hour prior to the start of the Cones Competition so that wheel measurement of the carriage being used may be verified. Failure to notify a change in vehicle may result in elimination by the judge of Cones.

Reason for Change: The rule was changed by the FEI, by mistake, a few years ago. We have allowed the few competitors to change carriages for the past three years. This is done very infrequently with some inconvenience to the management. It is suggested that the option be removed and return to the standard followed previous to the change.

    Let’s think about going to marathon carriages in cones. They are safer and almost all of them have the same width = 125 cm (plus 1 or 2 cm) regardless of turnout = horse/pony – single/pair/team. (See my upcoming article in the Aug.WHIP)

    I am against this rule change. I have a beautiful carriage that I compete in with my VSE at the Intermediate level, but due to sometimes uneven terrain where we compete in Texas and the speed at which the Intermediate level pushes you to perform in cones, I do not feel safe or balanced to compete in cones in my dressage carriage. With this rule change, I would either have to unsafely compete in my dressage carriage, be penalized in dressage for using my marathon carriage (which is what I currently use in cones), or have to purchase a new dressage carriage which I do not have the funds for. I have never had a problem at an event with changing my carriage. Every organizer thus far has been very supportive and the cart change plus re-doing the safety check takes only 5 minutes.

    Disagree with the RCP. The presentation carts and carriages used by some competitors in dressage are not safe for rougher terrain and higher speeds found in cones. It is safer for competitors that are using a two wheeled presentation cart for dressage to change to a marathon carriage for cones.

    At the speed cones is now having to be driven, I feel the driver should have the choice of changing vehicles if the driver feels it would be more stable. It would also make it easier and less labor intensive for the cones setters.

    At events where I have organized or scheduled, as long as the competitor notifies that they are changing carriages, it has not been a problem. For the many lower-level drivers, the ability to use the most-appropriate, as safest, carriage should be allowed. I do think that notification should be required before the schedule is set, not 1 hr before the class starts.

    I think we are doing fine the way we have it now. So let us continue allowing competitors to drve cones with their marathon carriages. So I do NOT support this rule change proposal.
