Added FEI Wording

Any special request from Athletes regarding starting order of their turnout(s) must be given to the Technical Delegate in writing within one hour after the Horse Inspection. All requests not handed in as per this article may not considered.

Add ADS exception

At ADS-recognized events, special requests will be made to the Organizing Committee. The deadline for special requests will be stipulated in the event Omnibus.
