RCP not needed if we stop blindly following the ridiculousness of the newest FEI proposed “last transfer”.

This, again, is only words. Of course you need an official at the finish. How this proposal will work out is unknown. because of our RCP process, the CDC is obligated to include any possible changes that might occur. The committee is also forced to either “recommend” or “not recommend” at this point. There is no third option for the Technical Committees to use to clearly indicate what the future of a proposal is. Comments are noted and considered, but are not a vote. Therefore, these are marked: “subject to FEI approving changes and final wording.”
